  2. Some images use colour as the only way to convey meaning. This fails WCAG 2.2 success criterion 1.4.1 (Use of Color).
  3. Some images include text with poor colour contrast to its background. This fails WCAG 2.2 success criterion 1.4.3 (Contrast (Minimum)).
  4. Some pages use images of text instead of text. This fails WCAG 2.2 success criterion 1.4.5 (Images of Text).
  5. Some images include elements with poor colour contrast to the background. This fails WCAG 2.2 success criterion 1.4.11 (Non-text Contrast).
  6. Some tables do not have table row or column headers. This means assistive technologies will not read the tables correctly. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
  7. Some tables are structured incorrectly, so screen readers cannot understand the relationships between information in the table. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
  8. Some headings do not display correctly. They may look like normal text or a different type of heading, or use bold text instead of a heading. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).

Content that’s not within the scope of the accessibility regulations

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

What we’re doing to improve accessibility

At NHS West Yorkshire Integrated Care Board, we aim to not only meet our legal requirements but lead on best practice.

We have accessibility guidance documents, minimum standards, and dedicated digital resources for colleagues to ensure our information, digital content, and applications are accessible.

These resources are updated regularly and promoted proactively within our organisation.  The resources and guidance are also shared with partner organisations, some of whom have adopted them as best practice.

We provide mandatory accessibility training for colleagues to ensure that they have awareness of accessibility issues, and the appropriate skills to produce accessible information and content.

We run an ‘Accessibility Champion’ scheme where our colleagues are trained on how to promote the proper use of accessibility within their teams and directorates. They learn how to provide advice, guidance and support to other staff to make sure all our information and content is accessible. We have also trained colleagues from other organisations and plan to extend this to our West Yorkshire Health and Care Partnership colleagues.

We provide bespoke accessibility training to individual teams within our organisation, and to colleagues in our wider health and care partnership, including the voluntary sector. We also provide best practice webinars to colleagues locally and nationally.

We report on our work around accessibility annually as part of our statutory equality duties and our most recent information is available in the  NHS West Yorkshire ICB Equality, Diversity and Inclusion Annual Report 2025 (pdf).
